Please note that the Live Link to Microsoft Excel does not work properly with the Excel version intended for Windows Surface computers running Windows 10 S and directly downloaded through the Windows App Store.
The reason is that this Office version from the Windows Store only installs 32-bit versions of Office, and - more importantly - the COM add-ins are not supported.
The Live Link works fine with Excel as a Desktop App being sold e.g. as part of an Office 365 subscription.
